Route two is one certificate at a time. Buy the private certificate for $10,900, finish it, then decide about the instrument rating. Private Pilot $10,900, Instrument Rating $11,700, Multi-Engine add-on $5,100, with the commercial and instructor stages quoted at enrollment. It takes longer, but you can stop at any stage having lost only that stage.
